The PNRR-PNIEC Technical Committee took office on Tuesday 18th of January 2022, the Commission in charge for the environmental assessment of projects part of the national recovery and resilience plan, and for those financed from the complementary fund and the executive projects from PNIEC (Integrates national energy and climate Plan).
The president of the Committee is Massimiliano Atelli, also president since January 2021 of the Technical Commission for the VIA VAS environmental impact assessment and finally- after six months delay-implement the reform of the Simplification Law Decree bis (DL Semplificazioni bis) introduced at the end of July (law n. 29 july 2021, n. 108 converted in law with amendments of the law decree n. 77 31st of May 2021) to accelerate the Italian energy transition.
More than 10 GW of 200 projects of renewable are waiting for the VIA commission evaluation, approximately 170 solar plants projects of over than 7 GW capacity and 5 GW proposed as agrivoltaic plants.
The Commission is composed by maximum forty experts selected from the institutions such as university, central and regional authorities, CNR (Consiglio Nazionale Ricerche), national System for the environment protection, the national Agency for new technologies, energy and sustainable economic development (ENEA) and Istituto Superiore di Sanità (ISS).
The Ministry of the Ecological Transition (MITE) has published an announcement for the commission members to guarantee a “buffer” for the potential vacancies’ replacement
The Minister Roberto Cingolani states “The Committee represents an essential step forward for the PNRR implementation and give boost for the acceleration for the renewable energy plants construction, essential for the ecological transition”, hoping to break the bureaucracy deadlock simplifying and speeding up the administrative procedures and authorisation process.
